Mandatory Electronic House Bills from 7 November 2016

>From November 7, 2016,
ACI eHBL (Electronic House Bills) is mandated
by Canada Border Services Agency (CBSA)

With the implementation of eManifest, freight forwarders will be required to transmit the house bill data
electronically to the CBSA (Canada Border Services Agency) in advance. Data must be received and validated by
the CBSA prior to arrival, within the prescribed mode-specific time frames:

Ocean shipments – 24 hours before loading at the foreign port
Air shipments – 4 hours before arrival of the airplane into Canada

The eManifest implementation timeline below applies to all freight forwarders:

November 7, 2016 – January 10, 2017
CBSA will provide freight forwarders with a period of transition during which penalties for non-compliance will not be issued and the CBSA will work closely with freight forwarders on corrective measures. Legacy ACI supplementary reporting will no longer be required if ACI eHBL is submitted to CBSA.

January 11, 2017 – July 11, 2017
Freight forwarders deemed to be non-compliant with eManifest requirements may be issued zero-rated penalties (non-monetary) under the CBSA's Administrative Monetary Penalty System (AMPS).

July 12, 2017 Onwards
Freight forwarders deemed to be non-compliant with eManifest requirements may be issued monetary AMPS penalties.
